Finnish Innovation Fund Sitra lauched public online discussion about service vouchers

Challenge
The Finnish Innovation Fund Sitra, an independent public fund promoting the welfare of the Finnish society under the supervision of the Finnish Parliament, has undertaken the development of a service voucher for the social and health service sectors. To do this, Sitra wanted to engage citizens and collect ideas and opinions on how to best use the service voucher.
Solution
Citizens were invited to provide ideas by a web service including possibility to enter your own proposal as free-form answers, peer evaluation tool to prioritise proposals of other people and automated analysis tool to combine qualitative and quantitative input given by the participants. The service was linked to Facebook and Twitter to reach citizens, communicate results and make use of social networks.
Results
Within 3 months, 1,444 participants, 1,056 proposals, 9,498 proposal evaluations, 9,673 Facebook fans, 379 video downloads, 3,874 Slideshare downloads.
